My mom is the same way. Somehow we never get sick. She thinks I'm crazy for being concerned about food safety.

OP, you’ve apparently hit a nerve with some people who do not practice the most basic food safety. I don’t have a professional or commercial kitchen but I still adhere to basic practices like checking the temp of poultry and separating my raw meats from produce. I worry about giving my family or guests food poisoning. I would be concerned about eating at your MILs but I also would be concerned about offending. If it’s just one meal, I’d look for safe things to eat (bread, cooked veggies) and say I’m not very hungry if comments are made. If it’s a long visit, I’d pack some snacks and sneak away once a day for a meal so I don’t go hungry. If you have a friendly relationship with your MIL, you may be able to broach a conversation but you have to tread lightly.

Yes, of course, she should not put fruit that is eaten raw on top of raw meat, but don't eat that fruit. If she is going to cook whatever is on top, then it is fine.

Make her watch a few episodes of Gordon Ramsay Kitchen Nightmares on YouTube. There’s always a scene where he does a visit to the walk-in fridge and finds raw meat stored with other items. Tell MIL that Gordon is speaking to her for the same atrocity.
