Have him do rec sports if he enjoys sports, whichever one or two he is interested in. He doesn’t need to do any school sports if he doesn’t want to.
Also, let him be a 4th grader, stop worrying about MS

We avoided hockey and tennis for our child due to the lack of diversity we encountered in these sports.

Focus on sports he will enjoy, instead of worrying about him being good. He can play on a rec team for many sports that he may not be competitive with. Soccer or basketball for example. Maybe just find something he likes to do and then search for the right level of competition to fit that.

Swimming? Golf? Sailing? Cycling? Think outside of the usual boxes. Or just look for entry level rec classes where talent wont matter as much.

He is not interested in track or cross county which i hear of no tryouts.

Why is the child low muscle tone?

4th grade is quite young, you seem to be giving up on them developing muscle so I would guess it is medical in nature which I then hope means you're being directed to this route by a doctor.

Which makes me question the advice. Why wouldn't you try and develop muscle now?

Gymnastics is terrific for this, as well as overall proprioception. Ditto any martial art.

Preschool gymnastics classes were seriously better PT for my mild low tone kids than actual PT.

Are you the same person who has posted this question repeatedly?

And if not, how serious is the low tone? Because low tone can be very mild.

Low muscle tone isn’t going to be a good combo with hockey.

I think avoid these was the question

Or choose a sport that has more casual playing options through MS or HS. You kid might not make the school soccer team but he could probably play rec soccer through HS relatively inexpensively.
