Each team can put up to four swimmers in each event. Each swimmer can swim up to four events (either 2 individual and 2 relays, or 1 individual, 3 relays). Generally, the fastest kids go to districts.
2. What swimmers go to Regionals and how many events?
To make Regionals, you need to place highly at Districts OR get a cut time (different regions have different cut times). Event limitations are the same.
3. What swimmers go to States and in how many events?
To make states you need to place in the top 5 at regionals OR get a cut time (https://drive.google.com/file/d/1Ghc-ycnC4WFJ0z5JhDu3tyKkf1nw0EuZ/view)
4. Dual meet results are not published online
Okay, I have two questions now. Where are the regional cut times posted (thank you to the State cut times poster)?
And, if a kid already has a state cut time, I would assume that the coach would try and get other kids into District/Regionals in that event? Am I correct in that assumption?

Districts: I believe it follows the same rules as dual meets; swimmers may swim no more than 2 individual events and no more than 4 total events (ex. 2 ind./2 relay, 1 ind./3 relay). There are no time qualifications for districts, so it is entirely dependent on each team makeup and who the coach selects to swim each event.
2. Regionals: There is both a time cut and a number cut. The qualifying times differ for each region. I've looked and do not see the qualifying times on VHSL. Maybe ask your coach if they've been set?
3. State: The qualifying times are posted on VHSL and are dependent on the Class.
Results of dual meets are not posted publicly (unless you're Madison, in which case, they're available on Meet Mobile). It's up to coach discretion whether the results are released.
And Madison’s results are only on MM if 1) they are hosting the meet or 2) the home team agrees to computer score the meet. Meets with host teams that want to hand score (particularly Marshall and South Lakes in recent memory) don’t get posted or shared.
Just a point of clarification - South Lakes vs. Madison meet from last season is available on Meet Mobile. They haven't faced off yet this year.

The Region times aren't posted publicly, they are sent out by the DSA of the school hosting the specific region. Most coaches should have them, ours sent them out in an email at the beginning of the year.
Sometimes, but not necessarily. If your schools is a competitive team and in a position to win the District/Region meet, then they might swim the swimmer who already has a time in that event to maximize points.
