I am trying, but my productivity is diminished due to being exhausted. Also, pretty rich to do everything possible to demoralize employees and then punish them for being demoralized. My team members are in the same boat. I guess none of us will get awards.

Huh? I worked in an office before. I only had telework while sick. My productivity hasn't gone down, however the workload increased.

They aren’t common but my agency (used to) give out quality step increases for a very select few employees.

Maybe Quality Step Increase. And some agencies do tie bonuses to rating level, especially for positions that are non-GS.

Not promotions across grades, but instead of steps. At least, until you hit the cap for that grade. Commerce does this.

I don't believe there will be an award fund actually. So even if you get a 5 it doesn't matter.

To be fair, perfect 5's should be very rare.

How is this supposed to motivate anyone, if there is an arbitrary limit on how many people can receive 4s and 5s?

Why should I waste energy trying to be great when it’s unlikely I’ll receive an award?

I used to go above and beyond, but RTO and other things have already been incredibly draining and demoralizing, and now I have one less reason to go above and beyond.
