How can a driver be given 40 traffic citations in addition to over 100 arrests, and still be just driving around out there? Plus, she had an SUV full of drug-dealing supplies at the time.
Why wasn’t she in jail or at least have had her SUV impounded ?
Why? Because Rhode Island is a strong liberal and Democratic state.

1) are you against social justice? Because if so please mental health help
2) you dropped some comment in your racism
What racism?

According to police, officers found she had "numerous illegal narcotics and packaging materials commonly associated with drug distribution."

As a former prosecutor I could tell you nightmare stories about the rap sheets I’ve seen on defendants before me in court.
Suffice to say that even if the system does everything right, it cannot control criminality and it is very much not uncommon for people with suspended or revoked licenses to be out there driving, without insurance coverage, and engaging in other illegality to boot.
Our legal system is already overwhelmed, underfunded and underresourced as it has been for decades. And all the time I see stories about taxpayers up in arms over proposed tax increases to build a better or bigger jail in their community or the community that their town or city pays to house their arrestees.
So many Americans talk big on law and order, but they don’t actually want to pay for law and order. So yes the system prioritizes the most violent criminals over those engaged in less violent crimes, and sometimes the result is something like this.
For what it’s worth, I’ve also seen plenty of law abiding drivers kill or seriously injure pedestrians or bicyclists because so many law abiding people who don’t drive under the influence of substances DO drive under the influence of their distracting digital gadgets.
Life sucks really hard sometimes. Very sad for this relatively vibrant elder’s early demise. I hope he was struck unconscious immediately - he probably was. The defendant will definitely be going into prison now.
