As someone who did legal reviews for a governmental agency, the real problem is this. People cannot formulate a request designed to get why they want and instead ask for an overly broad amount of information all of which needs to be reviewed. The fees aren’t inflated. The requests are just ridiculously broad.
I've been on the other side of this at a fed agency, but MCPS is clearly attempting to scare off legitimate, narrow requests with grossly inflated legal review fees. A request written to have one a few responsive documents will have tens of hours of legal review time, separate from the search and processing time.
