DC fertility coverage does not apply to federal employees, regardless of you living there.

My husband and I (mid 30s) have been trying for another baby for over 6 months with no luck. I'm a federal government employee and I'm wondering what the best health plan is that covers IVF. We live in DC so I'm also confused about the DC fertility coverage mandate for large health insurance providers. Does that include federal health plans? We're on Kaiser and don't want to switch if we don't have to.
