OP, as mentioned above, Georgia Tech is public, whereas Rice is private. Publics are designed to serve their state residents and so would have a larger % in-state.

Texas is a giant state with 32 million people.

Like California, there are tons of very smart students within the state. Nearly 40 percent of all Stanford students come from within California.

However, I do think Rice is trying to become more national so their ratios will likely change. I think it's about 400 students from Texas presently. And like every school, anyone from North Dakota or Wyoming with the stats is going to get a serious look.

Ga Tech is public so obviously has a higher instate percentage. Rice less so.

Look up the Common Data Set for each school. A public and private will have significantly different percentages.
