Uhm, yes it is a big deal to cause damage to someone else's property and not take accountability!!!! Any adult who can't act responsibly should not be driving a vehicle. Being flustered is not an excuse. Also, it's most likely because they have no insurance.
PP you replied to. Compared to murder, theft, etc... That person's not going to hell over forgetting to leave a note, PP. You need to keep things in perspective.

OP here. I did the same thing a few years ago. The person called me back and said they didn't notice anything. Of course it's stressful, but if you don't do the right thing in times of stress, that's a bad indicator of character.
The fact that that the woman literally SAW the victim get in her car and then drove off, is awful. You can't blame that on not having pen/paper.
