Context always matters. Are people retiring or leaving FCPS? Are they getting promoted and/or moving into vacancies as part of the normal and expected career progression?

When admin changes there is always change in teachers, counselors, and other admin. So, yes, this is normal. It’s virtually impossible to retire with FCPS with 2 days notice. There is a notification window that is months prior to retirement.
