Whenever there is a high ranking visiting dignitary or significant foreign delegation DC usually puts the flag of that country out on the lamp posts going up Constitution -

I noticed they did NOT do that for MBS. And I suspect they also did not take down the "Jamal Khashoggi Way" street signs posted in front of the Saudi Embassy.
