Lidl is low-frills for sure, but in my experience on par with Aldi. Both have international and specialty items, cheap private label basics, and real deals on what can be actually good stuff in the crazy miscellaneous aisles of toys, home goods, school supplies, etc.
I reliably find much better quality produce at better prices at Lidl than at Giant. I think it's like any other chain (Giant, Safeway) where there are nicer locations and not as nice locations, and finding bad produce can happen anywhere.
