Yes, all that is fine. If you hear back from an EA (or rolling) school before you hear back from your ED (1 or 2), you can withdraw your ED app if you decide you’ve changed your mind, as long as you haven’t gotten the ED response back yet.

Unethical students use the Coalition App and Common App to circumvent ED rules. Multiple Common Apps.

Also for REA or SCEA common app doesn't have a way to stop someone from applying to as many of these as the applicant can. It is simple to apply REA and SCEA to HYP all at the same time.

There are entire industries from Uzbekistan to China that exist to cheat/game the system.

College counselor here. You can't submit a second Early Decision application within the Common App. Should your DC need to apply to their ED2 school, they will need to coordinate this with their school counselor. They will apply Regular Decision to that college and then submit a paper ED agreement.

I don’t think you’re allowed to submit an ED2 if you have a pending ED1. It’s still a binding ED process, and you can’t ethically promise to go to school 2 if you have not heard from school 1 yet.
