It's good to avoid some job posting, but I make a point to find out if they are PERM's or LCA's, as these are positions, they are required to list to test the market. If you don't apply for them then they'll say there is no one available and bring in immigrants.
Those should be listed (often times obscured) in your local unemployment office MWE for Maryland. You should also scan the newspapers where they are listed, these are ghost jobs, but you need to apply for them anyway.
Never say no. Often times these "market" tests are sort of hostile. Seeing if they can get you to take a lower wage for the purposes of reporting to the Department of Labor.
