Most government jobs are fake. And it's frustrating even for the candidate they want to hire. We can't just promote the internal candidate we want, who we know can do the job.
Can't you make it internal only? That at least limits the collateral damage.

This isn't new. I struggled to find a job in 2008/2009. Applied to hundreds of professional jobs, it was before AI, I tailored cover letters and resumes with key words to specifically match the job postings. Very few responses and very frustrating. I wish it wasn't this way, but it continues to be.

This should be criminal. I was laid off in September and have easily applied to over 500 jobs and been contacted by a handful of recruiters. It takes minimally 20 minutes to apply for a job. It’s incredibly disrespectful to the time of real people who need real jobs. There needs to be regulation around this.

It's good to avoid some job posting, but I make a point to find out if they are PERM's or LCA's, as these are positions, they are required to list to test the market. If you don't apply for them then they'll say there is no one available and bring in immigrants.
Those should be listed (often times obscured) in your local unemployment office MWE for Maryland. You should also scan the newspapers where they are listed, these are ghost jobs, but you need to apply for them anyway.
Never say no. Often times these "market" tests are sort of hostile. Seeing if they can get you to take a lower wage for the purposes of reporting to the Department of Labor.
