Thank you, PP. this is the closest to what was thinking for my string lights. We bought a rowhouse with artificial turf and it’s one long piece, so I didn’t want to put a hole in it.

The reason they are secured to the ground is so they don't fly away in the wind. You hoping to zip tie them to your railings?

Maybe just cable tie them to the deck railing? This would just be to temporarily hang some lightweight lights, not have high tension cables or anything.
