pP from above. I’ll also mention I’ve got sizes ranging from 34a-32B1/2 and XS-S. Sizing is tricky across brands and sometimes even within brands across styles

Pepper, third love, skims. PPs already hit my entire stock. Though with each of those, you need to find the style(s) you like. Some are no’s for me

I almost exclusively wear Intimissimi bras. Their balconette style has a lightly padded option that looks phenomenal on.

Pink “wear anywhere” push-ups are my faves.

Are you small chested? Or no chested? It makes a difference.
You mentioned wanting padding at the bottom. Look for balconette bras, which are very flattering for small chests and have a far more natural shape than all the padded stuff posted above - which on small chested women usually looks like you’ve just stuck two weird foam blobs on your chest. But you need a bit of breast to wear a balconette - like a true A cup.

I like the Boody bras for A/B cups

I tried pepper and skims and disliked both. Pepper was weirdly wide set, and skims offered almost no support or nipple coverage. These cheap ones are my winners and I love them!

I like my Pepper Limitless wireless bras. They aren't magical or anything, but they are very comfortable, smooth under fitted clothing, and have held up reasonably well since I bought them. They also are not insanely expensive.
I also like the Third Love Uplift plunge bra. I actually do not usually like push up bras and was skeptical about this one because of the name, but I don't feel like it's shoving my boobs up. Padding is minimal but enough to smooth and shape. I really like that it's a plunge bra so works well under shirts and dresses with low or wide necklines. I especially like this bra under an oversized Oxford shirt, which is a staple in my closet.
When I want inexpensive bras, I buy from Target's Auden line. They are neither super comfy or perfectly flattering, but they are like $20 and come in a 30A and enable me to have enough bras that I am not constantly washing them (so the nicer ones last longer because I'm not wearing them every single day). Also good for travel when I really like having fresh bras to change into after sightseeing or other activities but want to be fresh for dinner. When bras are like $80, it's hard to have enough in the rotation to wear two in a day.

SKIMS are actually very flattering bras. Kim kardashian seems crazy but her push up bras look great.

My daughter always buys Aerie and I am not buying from them too.

I'm smaller than an A cup, but have a large ribcage. I have one pepper push up bra for occasional use, but for every day I wear the Cat and Jack girls bras at Target. They're lightly padded and one of the few bras I've found that my breasts don't swim in. Auden at target also had a wire-free lightly padded bra that's pretty good. Good luck!

I'm smaller chested and fine with that, but I need a bra with a little padding to look my best in clothes. Want one with padding primarily in the bottom, similar to the insert pads I use with swimswear. Not looking for anything like the VS bombshell style.
Any recommendations? I know Pepper caters to smaller chested ladies but they don't seem that great.
