All the nurseries will have them as soon as they start stocking Christmas trees. Many will just carry the basic wreathes/garland. If you want to go all out you can order from a place like White Flower Farm - they’ll have lots of variety.

I tend to buy some red ribbon and then trim my trees - I have magnolia, camellia, holly, and arborvitae. Plus some rosemary and lavender that I can tuck in here or there. If you don’t have evergreen trees and shrubs maybe a friend does? It’s kind of fun to get together and make wreaths and garlands.

Not sure if you have a dump/transfer station with a shrubs/branches recycle area, but that’s where I get my greens - boxwoods, cypress, holly, pines, etc. free and as fresh as they come and free. I’ve also found on facebook marketplace, which is great for better quality winterberry.

Go to a place that sells trees. Usually you can pick these items up for free in the discard pile.
