I don't think ODU has much of a connection to the government at all. W&M has the WGC https://www.wm.edu/offices/wholeofgovernment/. Prob gave them a massive competitive advantage in selection.

No - they have an engineering physics bachelor's degree, and an applied science department, but nothing strictly engineering.
