This is why there are a thousand splintered off travel teams. Everyone wants their kid on the best possible team where their kid is good enough to be a starter. The OP is asking for a team that wins games but has an opening at a top position for a good rec league level player. Two great options for that, find the most expensive team and pay for her to play, or start your own team and build around her.

We're in Fairfax County and there are several Capitol Hill area kids in our organization and others in northern Virginia. I've been told by one of the DC moms that coming to Virginia is what all the parents end up doing when they want to play at a higher level than Little League.

If you don't want to commit to USSSA C, then join a Virginia rec league that offers rec+.

I'd choose the local rec league that offers a travel team that is closest to you.

Someone posted the NVGSA name, I can't tell from their site where they play exactly. Vienna's league is similar, but smaller, and offers a travel team option. But usually, as also reference above, this is why there are 100 different 13U "club" team options.

NVGSA plays in the Franconia area and then Annandale/Springfield/Burke. The DC-area players who are with our org chose Alexandria for rec but do have to come all the way outside the Beltway for rec+ and Firebirds (travel). I know of DC kids who play with Arlington and/or Sage as well. Spirit (Arlington's rec+/all-star option) is much stronger in spring/summer than it is in fall, and might be a good option for OP as well.

NVGSA has what they call Dimensions. If I recall, players on the rec teams try out for Dimensions. It's on addition to their rec team. They have an additional practice a week and play a game/double header on Sundays.

There aren't a ton of options between rec and travel. Some leagues have rec+ teams you can tryout for -- often just in the summer.
Otherwise you're looking for a 13 or 14U C team -- search the USSSA website for a list of teams in Maryland and see what's close to you. But most/all of those will involve quite a lot of games/pratices/local travel. And many won't be looking for new players until after the spring season.

She's on Little League and is one of the better players on a U14 team. She also has batting lessons. The idea is to get into a better team but the logistics have to be doable for the family. We live in the Brookland area. Thank you!

Whereabout do you live? What level is she playing at right now? Is she playing in a rec league or already on a travel team? This information will help people get you pointed in the right direction.
