The St. James is pretty low level as well (esp for younger ages)

Alexandria Futsal had a lower level division I think.

DC Soccer had an outdoor futsal league that was fun when my son was in rec. DC XI also has an in-house league that would suit this level. Neither of them are year round futsal and feel appropriate for what you are looking for.
