I am no Brian Kelly fan, but giving the guy $50K+ to leave is distressing considering all the poverty that could be solved in Louisiana. Imagine what else they could do with that money. Such a waste.
The buyout was stipulated in his contract. They can't just not give it to him. And it isn't just a Louisiana thing. Most SEC and B1G coaches have similar buyouts, especially at traditional football powerhouses.
