This is my understanding also. Likely letters come before/at ED. It's an informal commitment from the Ivies and the applicant must apply during ED period. They want to confirm their anticipated yield (incl athletes) before moving onto RD applicants.
For my athlete, the academic and financial pre-read came before she submitted her ED application.
