The new Metro National teams, which will practice in Rockville and DC, should be able to attract players from nearby clubs such as MD Juniors, MVSA, VA Elite, Liberty Elite, MOCO, and Metro North. It only takes a few core players to make a team competitive — perhaps a good libero, a defensive specialist, one or two setters, and three or four hitters. If you can attract six to eight strong players, you will have a competitive team. I believe the Metro National teams will be able to do that.
MVSA is much more affordable, and that’s one of its main advantages. But if the cost were the same, would you rather send your child to Metro National or MD Juniors Elite Black? You could wait another year or two to see whether the new teams become competitive, but by then, the roster spots will likely be filled, and your child would have to be significantly better than the existing players to earn a spot.

There haven’t been tryouts yet for Metro National teams (they are having 15s, 16s and 17s) so it’s not clear how it might play out. While I know some families will drive a long way for club volleyball, it seems to me that for many families who have been at MDJRs, DC and close in Montgomery County could be pretty impractical. I could maybe see there being an impact on the MOCO 1s team or maybe even MVSA, but any judgement will have to wait until rosters are made public.
