No. I paid a fortune for round of 16 off of the Visa lottery. They were the cheapest available. And was not able to pick seats.

Some other parents on our kids team did.
I ended up doing a hospitality package after not getting lottery after first two rounds....
But able to pick city and seat sections and round.
