The school is in the process of endowing the scholarships that were already there for non-revenues. Not new ones.

They definitely won't be funding anywhere close to 48. But there will be a arms race among the top programs as to how many they do fund.
If anybody knows how many any D1 schools are actually funding, I would be interested to know.
Plus, keep in mind that schools frequently combine lacrosse and academic scholarships to grant packages that only count partially against the lacrosse scholarship allotment.
