This is interesting. What you describe here were the actions that were subject to the 568 Cartel Case Settlements.

Section 568 though expired in September 2022; how did the official policy change since? Are they still "need-blind"? And if so, did they agree to stay need-blind when including the waiting list? Or was the whole idea of being need-blind dropped with the expiration of section 568 and after Henry vs Brown University?

Typically the Financial Aid offices and admissions offices are kept separate and, NO admissions people will not see confidential income or tax information!

Needing financial aid won't hurt you at need-blind schools until waitlist time, where schools tend to favor full pay even though they don't always say it out loud.

Not at the need-blind schools like the Ivys. I think at these schools the AOs don't see any of the financial info, and don't take that into account (assuming domestic student).
