What makes you think dems will win midterms? This admin is doing everything it can in court to prevent that.

I don’t get the impression that democrats want usaid or ed back in the same capacity that they were prior. They just say it but I don’t think it has teeth.

No, OP. How do you think that would work?

I seriously doubt President Vance will bring back USAID and Dept of Education.

Congress could do it even without a change in administration, but they would need the numbers and will to kick out the bureaucrats who think Congress doesn't control spending. The midterms alone are probably not enough of a change to get that done.

Also, whatever we end up with, it won't be a roll back to how things used to be. There might be a USAID 2.0 they can apply to, some day, but not just a blanket reinstatement of programs and staff.
