The other view is that IT only needs to protect the company data. Third party security consultants don't have any skin in the game, but keep cutting IT to the bone and hire a consultant for a few months.

Considering you can't search or quickly transfer paper records, digital medical records obviously make sense. But it isn't that hard to keep hackers out and maintain backups.
Not really needed to transfer records. Transfer to whom? Simple fax machine could do that if needed.
Not when you have hundreds of pages.
