I agree with this, too. That's what my daughter did -- preteam, Level 3, then Xcel Silver, Gold, Platinum.
In her case, she didn't have her kip, and that kept her out of Level 4. She got the kip quickly but then was happy in Xcel.
She always did REALLY well at competitions, I think because her foundations were strong.
