The inflateables were huge with my 9 and 11 year olds and their friends last year.

They all just want to wear jerseys and hats this year. I'm grateful they still want to play the game and trick or treat.

I disagree. I think Halloween is to each their own. Set a budget and take him to a store or go to the costume website of your choice and let him choose. You can also google ideas for easy costumes.

Either way, it should be his choice. There’s no requirement to dress up. He could celebrate by wearing orange and/or black, or maybe a Halloween T-shirt. There’s no requirement to go trick-or-treating, either. Maybe he’d rather hand out candy or ignore the holiday altogether. The whole point is for kids to have fun, so if it isn’t fun for him, he should feel free to skip it.

Just let kid pick without specifically choosing a scary or cute one. Just show the options and tell them to pick one. You'll find the other kids in a variety of costumes.
