I worked at GE during the Jeff Immelt era, and I can say that the legacy of Jack Welch's personnel policies ran deep and, I think, was toxic. Jeff made a lot of mistakes, but I did feel he was trying to make changes. But a lot of things were too late (and Jeff had his own issues).

But, yeah, I wouldn't take HR advice from the woman who married Jack W after having an affair with him.

Isn’t there wide consensus that Welch’s policies for work force (stack ranking, emphasis on financial returns over stakeholders, etc) part of why American workers have fallen behind?
