Don't know about Portland weather in October. I was just there. Pretty country but just felt like any other mountain and scenery and winery place.
I was also going to recommend Nashville. Their Hop On Hop Off Bus is great and you really do have time to experience some of the stops. If you are starting downtown, you may not want to start the morning at the stop by the Country Music Hall of Fame if it's still one of the last ones because they don't pick up there until they've driven most of the route but you can walk not too far to a lower number stop. I think the Ryman was a lower numbered-stop, but check the itineraries to make sure this is all accurate. The point is we could have walked 5 minutes to be on the first bus quite a bit earlier.
I wouldn't go to Portland if you want to go to bed early due to time zones. Also when I flew there years ago, my flight was delayed and I got to bed around 1:00 AM. Sedona also has the time zone drawback.
Nashville has a lot of flights from DC. You can land in the morning and be downtown for most of the day, if that's where you want to stay. We stayed at Embassy Suites and walked to close sites the first day then did the bus tour the next day.
I've also stayed at the Gaylord Hotel, which is nice, but it's not near much.
Savannah is fine too, but it's been so long that I don't know how frequent the flights are.
