Or you could take 29 to route 40, turn left on Rolling Rd, take that until it ends at Old Court Rd and turn right, then take Old Court to Reisterstown Rd and turn left, then take Reisterstown out to wherever you’re going in Owings Mills. This is admittedly a little bit nuts, but if you really don’t want 695 and love surface roads, it’s an option!

you could go through Baltimore, take 83 and then get on 695 or go up to Greenspring Vly Rd and snake around.

It isn't going to save you anytime.

Life has begun to require regular journeys from outside Annapolis to Owings Mills, MD. All the routing software sends us up 97 to 695 and around to 795. Does anyone have a secret route that can get us there without the daily bumper to bumper horror of 695? Any way to take 895 through the tunnel and then work our way back down?
