No decent hotel allows smoking regardless of whether it's pot or cigarettes or anything else in their rooms. OP is justified in wanting to report it. I don't care if you think it's NBD, nor do I care if the smokers are fined hundreds or thousands of dollars. It's explicitly stated in the hotel rules no smoking, same with airlines, so no excuses.
