16s are not managers. They are technical experts (theoretically).
When the dust settles, they will determine whether those types of groups should be collapsed into another or eliminated. The managers (and staff) will get moved around to wherever there is a need for a manager and/or more staff.

VSIP is only $50K. Also, the offer is limited to only certain managers, not all are eligible. I assume it will be targeted to the ones not managing many people.
I don’t think it matters how many people are being supervised. They just want to reduce the number of supervisors. So it really can be anyone and they will reorganize/merge branches, groups, etc. to get the right ratios.
I don’t think they can exceed the $50k but perhaps they can sweeten the deal and do a limited fork situation where they go on admin leave for a while before resigning. It won’t be as long as the original fork but they can still do a few months without separate opm approval.
