Throwing resources at low performers absolutely will lift them up. And if your kid is really a high performers, they will be a high performer with or without resources.

We are seeing this problem in many parts of society. Economically, some populations are so far behind and others are so far ahead that they will never catch up.

I think everyone already knew that. They give low performing students a leg up while also cutting high performers off at the knees.
