The point is that ICE would not "go through the halls of Blair" or any other MCPS high school because accessing the halls would require a judicial warrant naming a specific individual. We still have some semblance of rule of law around here.
They could just hand out at the Mcdonalds across the street and have the same success

That's not true. According to SCOTUS, there is in fact an obligation with regards to K-12 education, regardless of immigration status.
