You gave upper management things to work on?

I used to be able to blunt and honest at work. This year, everyone is so sensetive. I cam't give honest feedback. I gave 3 really good things and framed 3 things to work on. And upper management didn't like that I talked about things to work on. Ugh. How am I supposed to help people improve of I can't even positively frame criticism?
