Our college counselor said 1400 MIN for VT. Way higher for UVA.

Correct. I think OP was asking if you put it in the personal statement. No one knows yet, since the is the first year without either legacy consideration or connection to UVA supplemental essay. If it seems forced it will probably look desperate. If it is somehow a legitimate part of the personal statement then it could stay in but you run the risk of the admissions committee still thinking you are trying too hard to force legacy into consideration.

Agree with others that 1410 is too low to submit for UVA. That is well below their average and well below what Naviance would recommend at our school.

I believe that information is blocked by UVA and VT, so the AO will not see the parent’s colleges.

Legacy doesn’t matter and won’t count, but of course the applicant should list parents’ Alma maters in the appropriate place on the CA.

Legacy preference for Virginia public colleges and universities was outlawed a few years go.

Doesn't matter anymore for UVA, VT or any of the others.

Both schools are test optional - 1410 you submit SAT to both schools? I guess UVA that is low for submitted but its well above our HS average accepted regular and ED (Student is from NOVA public school)

First you should check your school's Naviance/college advisor about the stats that your own high school graduates have that got in. The go to SCHEV. It says a 1410 was the bottom 25th of the class last fall, so I wouldn't submit, but check that with the Dean J reports and podcasts. The UVA scores were 1520 for the 75th percentile, 1470 for the median, and 1410 for the bottom 25th. https://research.schev.edu/enrollment/B10_FreshmenProfile.asp
