My recommendation would be to look at Jesuit colleges and universities. Many have excellent biology departments. It doesn't matter if you're not Catholic. And a student with this profile will likely get good merit aid.

Also look at CTCL
No to CTCL schools. They're largely overrated, and many are very very small. They also cost more than most Jesuit schools. They're also more intensely academic and on the "nerdy" side, which doesn't seem to square with what OP is looking for. Jesuit schools are more well rounded and comprehensive.
