I don’t know if this is possible where you are, but I put up a nice looking trellis and it’s been doing great as a privacy screen with Star jasmine, the hardiest variety. It’s pretty evergreen and it smells divine when it’s blooming.

If you are really committed to a row of identical plants, consider planting a few more elsewhere as backups. No guarantee you will be able to transplant them successfully, but it’s still better than nothing.

I have sky pencil Holly. It grows slowly. I also had to cut out some diseased branches from the center but they have bounced back. Just know that when planting en masse like this, you will not have that perfectly uniformed look like you see in magazines. Nature does its own thing, especially if you can’t afford a personal gardener. It takes years of maturing to get the look you want.

Or something I don't know about?

It's a small townhouse garden, hedge will be to create a "garden room" to line a patio for privacy.

I want evergreen and ideally I could grow SOMETHING hardy underneath it on the other side.

Any suggestions? Votes for 1 or the other?
