DD went to Tulane and loved it. It’s about 6k or so undergrad, R1 research. Uptown is lively. Provides generous merit for top students.

Penn State is definitely not mid-size. Other than Vandy (which is not a target for anyone), all of the SEC schools approach or exceed 20,000.

What's mid-size? To me that's 5-10k but not sure what your definition is.

Some 5k - 10k schools...

Delaware
Villanova
University of Scranton
Lehigh
W&M
Boston College

There are probably 500 colleges that fit those criteria in the broad geographic regions that you have identified. But you have said nothing about your student’s qualifications or how much you want to spend or if you want a state school or a private school. In other words, you are being ridiculous. How can you possibly expect to get any helpful advice?

Perhaps Syracuse?

William and Mary hits a lot of your wants, but need stats and budget to give better recommendations.

Dozens of schools likely meet criteria and you suggest one, with an enrollment less than 2k.
