Why do you want to be BUE? When we had a CBA I was forced to wear a suit and tie to work. My agency abolished the CBA which had the only dress code policy so now I'm dressing like corporate Gen Z and no one can say anything. Supervisors are too scared to create written down policy.

Not all SK-16s are in the BU. The position you’re referring to might be excluded because it supports management of the division and could involve personnel issues etc.

Attorney Adviser. Says it’s NOT bargaining unit. Why not? I thought all non-mgmt SK positions were bargaining unit.
