There was a major drop in EU flying to the US following the announcement of the tariffs, which affected airline prices. Exchange rate also dropped, affecting demand on US side.
Having said the above, I'm in Europe right now and no shortage of American tourists and also saw no shortage of European tourists in DC and Chicago earlier this summer.
