DC goes to school out of state (state university) and has always filed VA taxes since they are considered a domicile of VA for tax purposes. They have since graduated and moved out of state starting August to start a job.
While at school, Dc worked for the university part-time and paid taxes to that state. This state does not have a tax reciprocity agreement with VA.
In 2024, DC had the same job, filed taxes at the University state as a non-resident and in VA as a resident. There was some pro-rated offset for taxes paid, but not all. Kind of a POA.
Question for 2025: Since DC has no income at all in VA and will not be a domicile or resident of VA for 5 months in 2025, do we need to file VA taxes at all?
