Again, outrageous. There was a limited boundary study for Bethesda, Somerset, and Westbrook ES to address this same issue in 2021.

They did something similar in Clarksburg a few years back as a way to address serious overcrowding.
But this was a temporary measure while a new ES was being built. In this case, no new ES is planned for this cluster.
