How serious is this? The second company's background check didn't actually list this as an item flagged for review. So maybe the HR team won't be concerned or even notice the first offer is listed on my background check? I called the HR department of the second company and they said they hadn't started reviewing, so likely I'll have to decide what to do before the second background check clears. They said I should be receiving an email from the HR team if they have any questions or need additional information, but I haven't received it yet.
I've tried searching the internet and everyone else's problem seems to be that they can't substantiate their employment. I can do that, but don't know what to do about this additional information (the first offer) on my background report. I had planned to decline the first offer and now I'm terrified that both offers will disappear and I'll be out of work for another 5 months...
Please help!

I once took a Federal job because it was the only offer in hand. After 6 weeks, a commercial company (that I had talked with prior to starting as a Fed) called and offered me a job at 20% higher salary. I resigned giving 2 weeks notice and explained to my boss the salary difference and that I had thought the other company was not going to make an offer. Not ideal, but totally honest and truthful.
