There's nothing you can do other than prepare to end the marriage for your own safety and peace of mind. You can't make him stop drinking. In fact up to now you've probably enabled it If you don't want to leave the marriage then call the police and report him for drunk driving and let him deal with the consequences.
He could have killed someone. You have an obligation to stop him.
I would be 10/10 but non alcoholics do drive drink sometimes! (Not me-not a drinker and literally won’t drive after a single drink.)
I have no idea if her husband is an alcoholic or not but this is bad judgement and idiocy (along with depraved indifference to the safety of other drivers) that may or may not be accompanied by alcoholism.
