OP, I am a woman in my 60s as well.

If you wanna believe these men are flirting with you, go for it. It does make one's day!

Probably. Flirting is harmless fun, so if it’s not creepy for you, don’t overthink. Go with the flow.

People in this area have a very difficult time making choices. It's entirely possible that someone needed several quiet minutes in the freezer section to decide between curly fries and waffle fries.

I had already paid my check, so the waiter knew the tip was determined. He said the comment (about when he would be at work next), when I was leaving the place.

I am à woman in my sixties. Not particularly fit, though I was attractive when I was younger.

Sometimes men are very nice to me, in a way that seems like they are flirting, but that seems outside of the realm of possibility.

Case in point: today I tried a new restaurant. The server (who was much, much younger—probably in his twenties) was very sweet about giving me extra sides, condiments, etc. I thanked him and said, “you are very kind, I will definitely be back” (meaning the restaurant had made a good impression on me.) He said, “I won’t be working again until Monday.”

Another time , a man who was 15-20 years younger than me, said in the freezer section of Giant that I was distracting him. (I had not said anything)

What is going on?
