Sounds like Uber or Lyft is the way to go.
But not sure if 5 adults and luggage can fit into one Uber Black or we might need 2 cars.

We reserved taxi ahead of time once for going to airport, and the taxi didn’t show up. Whether the reason was, they substituted with a regular sized taxi for 4 people with 4 check in size luggages at last minute. We used uber afterwards and no more taxi.

What about reserving a local taxi? You won't face surge pricing.

If you need it (as in you have an elderly family member or someone who is disabled) Uber works, but when going to DCA, metro honestly is easier and faster most times.

I’m not sure that’s true. The times I’ve reserved ahead of time, I swear I’ve gotten my driver’s information the day before.
